By his throat/ neck area looks like (maybe) the beginning of Feeder Finger Damage. Under his eye took a hit from another reeded coin

Near the eye, coin reeds. (probably from a larger coin as they are spaced out a bit)

Might be a good idea to post full, high(er) resolution photos of the obverse and reverse. Given the photo posted, I'm not seeing any mint error.

No they don't, PMD always decreases value.
