@jason, first welcome to CCF. Second, I agree that this pic is a bit out of focus. You probably don't need to have such an extreme close-up for us to be able to help you, so please post another pic that is a little wider view. Thx.

Photos appear to be low resolution/pixelated. Having said that, the second photo suggests PMD (hit) on the 3, with possible split plating and/or zinc rot. Really need a high-resolution photo.

it does look like a deflated plating blister (zinc rot) most likely caused by zinc dust under the copper plating.
