Can't make out whether there is some friction rub on the reverse bell and NW fields, or if it's toning. Possibly MS62

MS63 boarderline FBL. based on these photos without closeups I'm going with no FBL as it appears there are breaks across them caused by small nicks

I believe that milk spots only can occur on Proof Silver coins . On this coin they are mere light blemishes . I could be wrong but that's my belief .

I will go with MS-63 FBL as well. It is interesting to note that the actual lettering on the Bell itself is quite sharp, but never appears so on the Franklin half dollars.
