This is Machine Doubling - a mechanical problem and not an error or valuable. Also very common.

The flat, shelf-like doubled area with the original devices being made smaller/thinner is how to tell.

Even if it did have a premium, the poor condition of the obverse would hold it back, in my opinion. Looks like environmental damage.
