This one has a few things going on, most common, but this raised line under the ear I can't quite figure out.

My thought is Die Gouge, otherwise a pretty good die chip at top of head, another by his mouth.

My other question is the crack or possible lamination below chip on top of head.

Looks like a die polishing line. The polished was working to close to the void and removed some field area, on that area. Thus thus this polishing mark will show as a raised area on the coins.
Variety has nothing listed since 1989-P on the obverse dies:

So since the single squeeze dies are starting to be used, no DDO's are listed for the dime obverses on Variety Vista.
Just a few Reverse dies have been found:

So take a look at them to see where to find these DDR's? Not know this information will prevent you from finding these DDR's.

Might be Feeder Finger Damage or a die gouge of some sort.
