Shimmering-Metal---What-Causes-It?

This is one example of a number of different years where the coin has what I call Shimmering Metal.

It creates an effect similar to a hand overexposed to water with the letters and limbs having a sort of dragon skin appearance.

What causes it?

Looks like treatment with some sort of chemical to me.

I won't dismiss the possibility that it could be Struck Through Grease smear (more likely), or rusty dies (less likely), but I am not completely opposed to the above opinions, either.
Need to look at this one in hand with a 10x loupe, to form a more exact idea.

To my eye acid attack seems less likely, due to the very circular shape of the affected area. Not heat; it would be considerably more darkened than it actually appears to be.
