Uncirculated mint. don't look so.. the coins are in terrible condition especially the SBA. Did someone repackage this or can it really be original packaging?

This type of packaging is not airtight so the coins can tone, haze and discolor. It also could have been that they were handled incorrectly when they were package. I bought about a dozen 50s Proof Sets over my years of collecting that had major sulfur spots and discoloration. I'm not sure if they were stored in a way that caused them to turn, but I feel that was the problem.

Sadly, uncirculated coins in mint packaging can 'turn'. I've had hundreds of packets over the years, and what you're seeing is not uncommon. Many are in quite nice condition, and others look cloudy, with some less-than-pleasing toning now and then.

The only way you can even attempt to help your coins is to remove from the packaging. But then you won't be able to sell as a Mint Set -

Since the coins in these sets are just pulled from the normal circulation strikes at the mint and packaged, technically these are uncirculated - never used in circulation. As has been said though, the packaging or handling could have been the problem.
