Ok then it seems as though someone has copper plated a steel cent, perhaps to create a true rarity. Even if it is a RPM, I'm thinking that the numismatic value is pretty much destroyed.

Not an RPM. Actually pretty common on these 43s. Its DDD

Very common to find this on these coins, struck with steel planchets and steel dies causing extreme die wear:
