It's a sticker, similar to a Santa Clause note.

The stickers can usually be peeled off without damaging the note. The notes were sold at a premium because of the sticker. People that bought these were typically curio collectors, not paper money collectors. Personally I'd leave it alone, the difference in value for the note with or without the sticker is negligible.
