It would probably have been over polished on the fields and and the isolated polishing reduced the fields, leaving a raised area on the die. They had an eager beaver running the die polisher that year. What made me re-think this is that the bottoms of the date mintmark on the OP's coins is showing the same thing towards the south as the marks above the head. (The date is not showing towards the closest rim direction, thus this stood out to me.
