I was looking at my Sacagawea dollars and saw this on the edge.

It looks like some slag that was embedded in the planchet.

I have seen someone do this little hack and thought I would try it.

The edge may have been struck through debris when the edge lettering was added.

@Coop doesn't seem to be any displacement, so I would lean towards a strike through. Struck through debris on the collar die is my guess.

There is no edge lettering on these coins. I think that was added in 2009
