I also see the D mint mark twice. Would this indicate a double strike?

It looks to me like someone failed a vise job. Either way it is damage unfortunately. Keep hunting!

Yep @ch27 nailed it: rather than a doubled die, this looks like damage from someone trying to manufacture an error.

TippyCanoe For future reference and to save you some time, a coin that is struck in collar cannot be out of round. If it is as in the case of your coin, then it can only be damage. Also like to complement you on your photography. All your posts are above average.

There is nothing in the minting process that would produce this. Interesting nonetheless, but sadly only PMD.
