On the reverse, running from the "A" in states ,along the memorial column and ending by the "C" in cent?

That looks more like a die gouge. Cracks typically are not that straight.

What causes a die gouge? Is it a permanent part of the die like a die crack?

In most cases it's almost impossible to determine what produced a die dent or a die gouge. I would however suspect clumsy mint personel.

Some times the die has a void in it causing the "raised "effect upon striking the coin, just my opinion, MIKE

Looks like a big scratch on the coin to me. The image is too small and too blurry to tell for sure.
