Ae-19 From Nicaea - Is It Severus Alexander?

I purchased a group of ancients with this one in it. It's an AE-19 from Nicaea with standards on the reverse.

The bust, with the wild looking hair, is not your typical Nicaea type and the obverse legend doesn't look familiar.

After examining it, I wonder if it might be Severus Alexander and what looks like C T might be Ε Ξ from Ε Ξ ΑΝΔΡΟΥ.

Thoughts?
