If we're intended to look at the reverse to determine die issues, then yes, the very weak 'UNITED STATES of' is somewhat common on '90s era memorial cents. The weak portion lines up with the base of Lincoln's bust on the obverse. It's a matter of having 'enough' metal to fill all portions of the coin's design (front and back) when struck. Bust fills out well, the corresponding portion of the reverse--not so much. grease can be a factor too.
