Guess these are plating bubbles and zinc dust debris.

Note the gray circle on the center of the bubble? This coin was hit and punctured with perhaps a straight pin, the split the plating. Once the plating was split, the zinc under that area started to rot, rising:

The gray spot in the center of the bubble is the clue.
