To me it appears to be a struck though debris. Note how some of it folds over the rim to the edge. A lamination usually stops at the rim area. If it is debris, the weight would be slightly higher. (Adding metal to the coin) Lamination would be a bit lighter in weight. (Metal falling off the coin)

@coop, if it was struck through foil or debris, then wouldn't Abe's shoulder be complete? With the current pics, it looks like the top surface of his shoulder has been peeled away and then reflected back over the mintmark?
