No mintmark means Philadelphia. They didn't start using the P mintmark on nickels until 1980.

Except for the 1942-45 (silver alloy) War Nickels, no P mintmarks appeared on the Jefferson nickels until 1980. In addition, Denver (D) and San Francisco (S) mintmarks appeared on the reverse of the nickel (to the right of Monticello) through 1964. Starting in 1968, mintmarks moved to their present position on the obverse.
