Is this good or bad? It is straight out of a mint set. Please grade. Scratches are on plastic flip as far as I know. TY.

Most modern proof coins are pretty near perfect when made (I would consider 1980 to be "modern"). This coin has no major defects and the scratches as you say are almost certainly just on the holder. I see a pair of small spots on either side of the torch flame, plus a scattering of tiny light spots on both sides. These likely will bring the grade down a couple notches from "perfect". The cameo contrast perhaps isn't as deep as usual, so maybe the coin would earn a "CAM" designation, rather than "DCAM".

So, I'd give it a minimum grade of PR-67 CAM.

Always remove coins from their holders for picture grading. It's hard enough to grade with pictures as it is...especially a proof coin.

PR67DCAM. It's a decent coin, but they are rather common in this grade. The flow lines are too distracting for a higher grade, and the haze needs to come off (professionally, of course).
