Please post a couple photos--perhaps select a couple unopened sets in their cello packaging. Thanks.

From what I recall:

The make up of the 1968 Mint Set was 3 Lincoln Cents (P, D, S), 2 Jefferson nickels (D, S), 2 Roosevelt dimes (P, D), 2 Washington quarters (P, D), and 1 Kennedy half dollar (D).

The make up of the 1969 Mint Set was 3 Lincoln Cents (P, D, S), 2 Jefferson nickels (D, S), 2 Roosevelt dimes (P, D), 2 Washington quarters (P, D), and 1 Kennedy half dollar (D).

Philadelphia did not strike nickels in 68,69, or 70, but San Francisco did. Rather than have an empty space in the Philadelphia sheet, and an extra sheet for just the two circulation S mint coins, they included the S coins on the Philadelphia sheet.

Lots of good info in CCF about the 1960s proofs, mint sets, and SMS sets. Some sets can be more valuable that you'd think due to low production or other phenomena.

Stay well,
