Don't know what I'm looking at but the mark seems to be under Washington's bust. The clad also seems pitted, anyone seen this before? Thanks guys

oddguy is spot on in the assessment, I don't know about the vice part but definitely a fender washer imprint.

Yes, we see these every now and then. One cause is 'old school' coin-operated vending machines, slot machines, gumball machines, etc. Coin goes into a slot, a mechanical device turns in close proximity to the coin's surface, registers that a proper coin has been entered, and then deposits it in a coin bin. It's one way these circles can be made on coins.
