One cause is 'old school' coin-operated vending machines, slot machines, gumball machines, etc. Coin goes into a slot, a mechanical device turns in close proximity to the coin's surface, registers that a proper coin has been entered, and then deposits it in a coin bin. It's one way these circles can be made on coins.
