99 out of 100 cases of 'raised metal' on a 1986 cent is going to be a gas bubble under the plating. They are very, very common. This phenomenon plagues Lincoln cents made of zinc from 1982 until around 1989 when the process of washing and plating the planchets was improved upon, reducing the frequency of these occurrences. They do still happen now, but are far less common than when zinc cents were introduced.
