That's a Delamination. A Lamination that has separated from the coin.
It is a planchet error
Nice example.

if a lamination and not rolling damage........it is pre strike. I am leaning toward rolling damage.

Agreed, lamination detached pre-strike. This is a decent error coin.

Really nice lamination error!
Note the corresponding weakness on the reverse.
"Dipping" is not considered cleaning...
