I found this interesting rough-looking quarter in my coins from the bank, and I was wondering if it was an error, or if it was just dinged up so much the cladding fell off. It is so rough that the surface of the coin has this kind of matte sheen, kind of like a satin coin but has no luster.

Some sort of environmental damage. I don't think the cladding can just fall off without a preexisting flaw in the planchet.

I'm not convinced the copper color you're seeing is the core since the copper-nickel would have to be extremely thin for that much detail to be transferred to the copper. It's most likely just localized discoloration from corrosion.

Do you know the weight? I bet it's a bit lighter than normal.

This could be a cupholder coin. Something has etched and corroded the coin after it was minted. If it sat in a car's cupholder for a length of time in a puddle of acidic soft drink, the liquid could have done this over time.

Thinking exposure to a mildly acidic environment over time.
