I understand how Die Deterioration damage works but this seems a little much.
Some of the lines inside of the letters make me ask the question is there something more to this coin?

Those straight metal flow lines towards the rim are a sure indicator of Die Deterioration. The flattening of the devises may be from a Grease Filled Die.

Certainly that die wasn't in tip-top, fresh-out-of-the-box condition.

Is it possible that it was struck with a late-stage die cap?

No, it is from a deteriorated die.

No question about it, Die Deterioration.

Note the tops of the devices are wider. That tells me the die was wiped down with a cloth moving the grease towards the outer edges of the die, filling the deepest recesses, preventing the full strike on the outer edges of the die. The heavy die flow also show die aging. So a couple of die events, that warrants no premium, but knowing what it is, is the treasure.
