Yes, damage--and lots of it. I'd say some intense heat was applied to the obverse for a few moments. Perhaps a hobby-grade butane torch.

Make me thing at the human skin after a second degree burn. This one have only one side, I will try tomorrow an experiment at different temperatures.

Here the sidewalk can get up to 160 degrees. That really discourages walking barefoot.

It's not scratches... almost looks like a lot of grease was in the dye when it was stamped. It's all smooth and no blue tones as if it was heated.

Well if it wasn't torched, it had acid dropped on it, or bad uneven grinding (as in a parking lot coin). My vote is heat, and it does not have to have blue/black discolouration (oxidation) to be a victim of a blowtorch. Damage can happen a million different ways, but this was not a mint error. And it's not a grease-filled die, as we see those everyday and the grease mushes or obscures coin features during striking (not "stamping"). Search " Grease Filled Dies" for examples. There is nothing in the striking of a coin at the mint to would leave a coin to look like this.   to the CCF!
