I found this coin in some that I purchased last year. I don't know if this is just a damaged coin or a mint error.

Larger, sharp photos would help clarify what's going on. As it is, the coin appears to be damaged post-strike.

It is damage. It is only an error if it happens during the striking of the coin.
Anything that happens after that is damage.
Suggest that you study how coins are minted and then you would understand
how something like that could not be an error.
Also by knowing what actual errors are, it would help you in identifying
what is and what is not an error.

Error-ref.com is a good site to study errors.

Looks like it had a losing encounter with a pair of wire cutters!

Note most of the affected areas are the higher spots. So it was cranked down with a vise. A closer view would show metal splash from the deeper contact areas. (Displacement of metal caused after the strike, so it is not a mint error)

Kind of reminds me of a pair of vise grips clamping down on it?
