Not an error. It is only an error if it happens during the striking of the
coin and what you have would be impossible to happen at that time.
Whatever it is has been added after the coin left the mint. PMD

Curious. Please post a photo or two, closer in of the obverse, taken at a shallow angle--trying to better determine the character of the feature.
