Yes, back in the day mint sets were assembled from coins poured into containers, where employees could pull them out and put the packets together. The coins weren't lovingly carried by hand, one-by-one, from the striking chamber to the cello machine. And these were coins which were well-jostled in bulk before making it to the packet packing station. Yes, most of the better appearing sets have been consumed--meaning the less desirable stuff makes up most of what's left. I've gone through 100s of sets over the years and have seen coins which look like they were pulled from cash registers.
