Please post large and sharp photos of the coin's obverse and reverse. This way, we can get a much better sense for what's going on with the coin. Probably looking at Machine Doubling, but we need more images. Thanks.

I'm thinking/guessing die flow lines or die polishing...however better pictures would help....

Business strike coins normally are struck once. Proof coins are struck more than once. Your coin was only struck once. Machine Doubling altered the devices after the strike. The looseness of the machine can damage the devices after the strike. Several coins are struck each second.
