Front seems totally normal, back is smooth with what apears to be the number 6 or 9 stamped into it. It is also underweight 2.94 grams instead of 2.11 so I'm not sure what kind of planchet is was made with but it is definetly not steel or silver.
The metal is copper, the damage looks intentional. This is not a mint error, it is post mint damage ( PMD). I'd still like to see the full reverse if possible.
@casper, first welcome to CCF. Second, in the olden days, this was done to create a love token. In this case, someone seems to have made a numbered tag of some sort from this cent.
