It's Gort, from the original The Day The Earth Stood Still. "Gort Klaatu barada nikto." The saucer did land in DC, and Klaatu was at the Lincoln Memorial.

Found one of these before on a 1972 cent.

It's Die Deterioration caused by excessive abrasion of the die. That's the word I got from John Wexler.
