The location on the 1990-D cents are on the design of the master die for the Denver dies. So there is no wayward location for a mintmark mark starting for this year. The mintmarks are part of the die process and no longer added starting this year. Just a stain on the coin. It were a mintmark, it would be raised and on the correct area of the dies location for it.

Your coin is a normal Philly mint with a coincidental stain resembling the letter D. It's a spender not an error.
