Looks like a strike after leaving the mint removed them to me.

Not an error. Damage from a coin wrapping/ counting machine.

The wrapper theory I feel is more the cause:

The vending machines tend to affect the tops of the devices or altered the devices in a direction away from the rim. (gumball machines)

Almost parallel to the rim. Wrapping machines tend to damage the devices in a pattern parallel to the rim.
