Agree, appears to be glue--or a glue-like substance. Try soaking the coin in pure acetone.

All I have to say, you guys are good, soaked it in acetone and the quarter is perfectly clean. Glue it was. Thank you very much. It didn't look like that to me. Good job CCF.
