My friend have steel penny 1997 it's not plated and sorry for no pictures. It's may be any common error?

Copper plating was probably chemically stripped. Or the plancet was never plated to start with.

Do you know if sticks to a magnet? Or maybe the plating was removed to expose the zinc material it's made of.

I doubt it would be steel - the Mint didn't produce any steel coins at all in 1997.

This coin looks like solid steel ( like some Italian steel coins ) without any trace of cemical operations... didn't try on magnet. Thank you, everybody for answers. Well, I will try to get the coin and make pictures later.

Well, it's not steel. There would be no reason for a 19mm disc of steel to be in the mint at all. If it's dull silver in color it could be missing the copper plating, which isn't difficult to remove with the right chemicals.

Did the U.S. mint make any foreign coins out of Steele that year?
That might explain a rouge steel planchet at the mint.

No, the only foreign con made at the US Mint since 1984 was the Iceland 1000 Krone in silver in 2000.
