Evident Machine Doubling, but hard to tell about a die crack without a sharper close-up of that area.

When you see it on the mintmark and the date, it is not a DDO on that year of coin. After 1990 you can have doubling on the date and mintmark and it is a DDO. But note the affected areas on your coin. All the affected areas are on the outsides of the devices. Just on the areas you always find Machine Doubling.
