Looks like it used to be glued to another coin.

Yup, looks like glue. An acetone soak should remove it.

Acetone = Kryptonite to numismatic glue.

Another glue on coin issue as already mentioned, but this time it is not Elmer's glue. Depending on what type, it may/may not come of with acetone?
