Just scratches/marks and Pareidolia, I'm afraid. There's no way something like this could happen at the mint.

If it were on the die, it would be raised. But like a ghost, it really isn't there. The brain is trying to convince you that something is there, but is not. Just like a cloud that looks like a ice cream cone. Can you eat it? It is not real. The brain tries to make sense of it. Just like when you have a dream, and it is so logical. But the next day when you remember it, it makes no sense at all. It is not really there.

It would need to show more of a relationship to the date on the coin. The shape of the anomaly is very close to the 1 & 9 devices, but not the same. If this were a case of the digits filling with grease, dropping into the striking chamber and then leaving an incuse image on the coin, they would be exactly the same shape and size, and most likely much, much deeper and sharper.
