wondering what went on here. any info/ideas?
very thin layer of metal running all around the edge on the obverse, the edge of the coin is smooth all around the coin and has no reeding.
(hard to take pics due to the fragility of the metal layer.)

the thin layer of metal is "loose". how would that occur?

I think that @john1 most likely nailed it as being an early stage Dryer Coin. We often see flattened areas in the middle of the coin and metal "smushed" over from the edge onto the fields near the rim.

When you say loose, do you mean the outer ring?
If it is, it might be encased in some sort of a bezel that has been soldered on the Obverse.

Nothing in the minting process would produce this. Therefore, whatever caused this, its post mint damage and adds no value.

Jimmy, my first thought was a bezel. One that the reverse would rest in and pressured into place on the obverse, causing the damage.
