It's residue from being in contact with another coin that had gunk on it. What you're seeing is the impression of the other coin on the residue.

@darth, first welcome to CCF. Second, that does look like dried adhesive of some sort. Taking pics with the coin removed from its 2x2 would help us to confirm.

If you are seeing a coin mirrored on the glue, that is what it was glue to. Now the handcuffs are off and the residue is what your seeing.

The host coin is pre-1999, but the image in the residue is of a State Quarter.
