Have to agree with John1  . It's PMD. You can see how the metal has been deformed by a hit of some kind.

Damage is damage, no matter how it happens. It is altered from what it looked like after the strike happened. Not a plus for a coin. If damaging coins increased the value, there would be no change left to circulate.
