This is not a DDR. On the EPU you are seeing extreme die wear. On the central devices you are seeing Machine Doubling. On the obverse, note the date devices are smaller than normal, so these devices are showing a lot of die polishing. So when these dies were fresh, they were normal. They have struck a lot of cents since then. So the dies are showing age and Machine Doubling is caused by the machine. A doubled die has the doubling on the die. Thus without a doubled die, you can't have a doubled die coin, as the doubling is on the die. Hop this helps.
