Hi all. Here is the other 1983 penny I was wondering about.

I also see an off centered strike with lettering on rim.

That bulge just in from the rim is known as a Ridge Ring (pressure ring)--a result of Die Deterioration.

What you are seeing on your coin is called Ridge Ring. Just a die breaking down. Not a premium for these. Once the die reaches this point all coins after that will be affected. Not a one time event. I call these die events. Not a premium.

Yep, just a Ridge Ring. No evidence of any doubling from the pictures shown and definitely not off center.

The chip does not add much of a premium. Maybe worth 25 cents.
