Can someone help with this coin. The obverse and reverse both appear to have been lightly struck. The reverse devices are almost unrecognizable. I do not see signs of grinding or sanding. Is this likely post minting coin damage, or a possible error?

Really?
How do you account for the abrasion lines on the reverse?
Looks like someone took a file to it.
"Dipping" is not considered cleaning...

Notice no rim on reverse....sanded down then continued to circulate until you found it...not worth the cost of a 2x2 IMO....spend it and forget it...but remember the PMD for next time....good luck

And also check the diameter, the obverse looks like it might have been hit a glancing blow from a hammer. The 975 along with the right side has been flattened.

Post mint damage ( PMD), not a mint error of any sort. It did not leave the mint looking like that.
