They are looking at the die wear SE of the mintmark. Looks also like a reprocessed cent. That enhances the die wear on the coins. Just a wheat pile cent now.

Photo is WAY too blurry. First glance, your cent is plated, but from this one photo, that's about all that can be told about it. Sharp photos are needed, both sides, and close ups where you see doubling, please.

Your coin does not have a repunched (or doubled as you put it) mint mark, and it's not in mint condition either. If I had this I'd chuck it in a pile with the rest of my junk wheat cents.
