This looks like doubling around his face. And also on the 4 in the date. What do y'all say?

DDD. Die Deterioration Doubling. Basically die wear starting to show on the coins. The devices on the date are always affected to the right, On Liberty they devices are affected to the left and the tops of the motto devices are affected. All signs of a worn die.

Yes looks like a tired die to me too. On the mintmark, you might have a little split plating doubling too.
