Looking at the date, tells me it is a Struck Through Grease error. The other areas look like an almost put fill of grease on the missing devices. Even the motto is telling me it is a Struck Through Grease error. Rims are also looking normal as a heave Grease Fill would leave. About a 55% Grease Fill on the coin. (I wish the obverse and reverse images were clearer. I could use these coin images for my educational files. But just not clear enough)

Not a strike through. Could be grease. Also could be coin wrapper damage but it sure would be a funky example of it. Again time to wait for the others.

Thank you for the feedback. @Coop - In reading the thread you linked to, this coin would have no premium because it is only 55% grease filled?

It would have interest in it because it is not often seen on a Sac dollar. But on a Grease Filled Die, the rims will look normal even though the rest of the coin is missing:
