Those are die chips. (not chips of the die that was struck onto the coin, but an open void on the die, that leaves raised areas on the coins) Incuse on the die, will leave raised marks on the coins. If they were actual chips from the die, the coins would be incuse on those areas.

As on this coin, there would only be one coin affected with the metal from the die, but all the coins after this one would show a Cud raised look on the coins after this one was struck.

They do have the look of die chips.

Multiple die chips. I believe the weakest areas of the dies get weakened over the course of striking the blanks and break or "chip" off. This allows the metal to flow into the missing areas on the die while striking under great pressure and leave exact mirrored unintended shapes on the coin. Eventually the dies are replaced when this is noticed at the mint.
It is fun to find progression examples where already chipped areas break off several more times and leave even larger areas on later struck coins.
