That coin has had the daylights beat out of it, for sure but looks like a rotated RPM. No matches and it would be hard to get attributed in its condition.

While it does look like a RPM, the area that is not showing would be there if it were a RPM. The mintmark would be enlarged. Like this one:

Note how the shape would have enlarged in that direction. It is not. But I can see what you are thinking. Made me consider it, but noted that lower would be enlarged in that direction.
